AT&T and T-Mobile to share networks in hurricane aftermath

AT&T and T-Mobile have struck up an agreement to share their networks in the New York and New Jersey area. They will enable roaming to mutual customers to share network capacity, so that those having trouble getting a cell signal may have a better chance.

The carriers said that customers can carry on using their devices as per normal, with voice and data traffic going over whichever network is most operational in their area. Since both carriers are GSM-based, sharing should be seamless for users.

Hurricane Sandy has caused a widespread power blackout in cities on the East Coast, and carriers have suffered infrastructure damage in its wake. In addition, it led to Google's last-minute cancelation of its anticipated Monday event.

Nine colorful and endangered tree-dwelling tarantulas discovered in Brazil

ScienceDaily (Oct. 30, 2012) ? Arboreal tarantulas are known from a few tropical places in Asia, Africa, South and Central America and the Caribbean. These tarantulas generally have a lighter build, thinner bodies and longer legs, better suited for their habitat. They have increased surface area at the ends of their legs, allowing them to better climb different surfaces, while their light build makes them more agile.

Their core area is the Amazon, from where most of the species are known and normally very common, living in the jungle or even in house's surroundings. Now, nine new species were described from Central and Eastern Brazil, including four of the smallest arboreal species ever recorded.

The study was performed by Dr Rog?rio Bertani, who is a tarantula specialist and a researcher at the Instituto Butantan in Sao Paulo, Brazil. His results have been published in the open access journal ZooKeys.

"Instead of the seven species formerly known in the region, we now have sixteen," said Dr Bertani. "In a resurrected genus with a mysterious single species known from 1841, we have now five species." "These are the smallest arboreal tarantulas in the world, and their analysis suggests the genus to be very old, so they can be considered relicts of a formerly more widely distributed taxon."

Other discoveries include new species of tarantulas living inside bromeliads. "Only a single species had been known to live exclusively inside these plants, and now we have another that specialized in bromeliads as well." A further species was found at the top of table mountains where trees are rare. "This species also inhabits bromeliads, one of the few places for an arboreal tarantula to live that offer water and a retreat against the intense sunlight" he says.

The discovery of all these new species outside the Amazon was unexpected and illustrates how little we know of the fauna surrounding us, even from hot spots of threatened biodiversity like the Brazilian Atlantic Rainforest and the Cerrado (a kind of savannah vegetation). These species are highly endemic and the regions where they live are suffering high pressure from human activities. Therefore, studies for their conservation are necessaries. Furthermore, all these new species are colorful, which could attract the interest for capturing them for the pet trade, constituting another threat.

GSK raises bet on AIDS drug with new Shionogi deal

LONDON/TOKYO (Reuters) - GlaxoSmithKline has raised its bet on a promising drug for HIV/AIDS by redrawing a deal with Japan's Shionogi which gives it a much bigger economic interest in the new product.

Dolutegravir, a once-daily drug that has performed strongly in clinical trials, is seen by analysts as a potential multi-billion-dollar-a-year seller and a strong competitor to treatments from market leader Gilead Sciences.

The drug belongs to a novel class known as integrase inhibitors that block the virus causing AIDS from entering cells.

Under the new agreement Shionogi will take a 10 percent stake in Viiv Healthcare - an HIV drug joint venture set up in 2009 between Britain's biggest drugmaker and Pfizer - in exchange for its rights to dolutegravir.

Previously income from the medicine would have been shared 50:50 between ViiV and Shionogi, which analysts calculate would have given GSK only around a 40 percent interest in the drug, after taking account of Pfizer's minority stake in ViiV.

Now GSK's economic interest will be between 60 and 66 percent, its chief strategy officer David Redfern told Reuters.

"It's an affirmation of our belief in dolutegravir as a potential important medicine in HIV," he said in an interview on Monday. "We're taking in house, in this case through ViiV, what we deem to be an important growth asset."

Dolutegravir is scheduled to be submitted for regulatory approval in the United States and Europe by end of this year. Industry analysts expect a launch by late 2013, with sales ramping up to around $1 billion by 2016, according to consensus estimates compiled by Thomson Reuters Pharma.

Redfern said the new arrangement was expected to dilute GSK's earnings by around 1 pence a share in 2013 and 2014 but should boost earnings thereafter. Analysts currently expect earnings of just over 120p a share in 2013.

The decision fits with the group's strategy of increasing investment in its new drug pipeline and echoes a move made in July to take full control of new lupus drug Benlysta by buying Human Genome Sciences for $3 billion.

GSK, like its rivals, has suffered a string of patent expiries in recent years. Despite coming through this so-called "patent cliff" earlier than most other drug firms, it is still struggling to grow sales.

Results for the third quarter, due on Wednesday, are expected to show another difficult period of trading, weighed on by price cuts in Europe and weak vaccine sales.

IPO FOR VIIV?

Dolutegravir, which is designed for combination with existing drugs to control HIV, should help GSK rejuvenate its HIV/AIDS business - an area it used to dominate but where it has fallen behind rivals, notably U.S.-based Gilead.

Shionogi, meanwhile, will save money it would otherwise have had to spend in the run-up to the drug's launch. In exchange for ceding some of its interest in the drug it will gain one Viiv board seat and receive royalties of 15 percent to 19 percent on sales of dolutegravir and future related products.

After the deal, which takes effect from October 31, GSK will hold 76.5 percent in the venture, while Pfizer will hold 13.5 percent. GSK currently holds 85 percent of ViiV and Pfizer 15 percent.

There has been speculation that ViiV might be spun off at some point through an initial public share offer. Redfern, who is also chairman of ViiV, said the new arrangement made this neither more nor less likely.

"I wouldn't rule anything in or out, but for the foreseeable future we are very comfortable with where ViiV is," he said.

The creation of ViiV three years ago marked an unusual drug industry collaboration because of the way in which it pooled GSK and Pfizer's HIV/AIDS operations into a new business.

The current structure, however, could easily form a stepping stone to a fully independent business, which some analysts believe might be better placed to take on Gilead.

New test to improve HIV diagnosis in poor countries

LONDON (Reuters) - Scientists have come up with a test for the virus that causes AIDS that is ten times more sensitive and a fraction of the cost of existing methods, offering the promise of better diagnosis and treatment in the developing world.

The test uses nanotechnology to give a result that can be seen with the naked eye by turning a sample red or blue, according to research from scientists at Imperial College in London published in the journal Nature Nanotechnology.

"Our approach affords for improved sensitivity, does not require sophisticated instrumentation and it is ten times cheaper," Molly Stevens, who led the research, told Reuters.

Simple and quick HIV tests that analyze saliva already exist but they can only pick up the virus when it reaches relatively high concentrations in the body.

"We would be able to detect infection even in those cases where previous methods, such as the saliva test, were rendering a 'false negative' because the viral load was too low to be detected," she said.

The test could also be reconfigured to detect other diseases, such as sepsis, Leishmaniasis, Tuberculosis and malaria, Stevens said.

Testing is not only crucial in picking up the HIV virus early but also for monitoring the effectiveness of treatments.

"Unfortunately, the existing gold standard detection methods can be too expensive to be implemented in parts of the world where resources are scarce," Stevens said.

According to 2010 data from the World Health Organisation, about 23 million people living with HIV are in Sub-Saharan Africa out of a worldwide total of 34 million.

The virus is also spreading faster and killing more people in this part of the world. Sub-Saharan Arica accounted for 1.9 million new cases out of a global total of 2.7 million in the same year, and 1.2 million out of the 1.8 million deaths.

The new sensor works by testing serum, a clear watery fluid derived from blood samples, in a disposable container for the presence of an HIV biomarker called p24.

If p24 is present, even in minute concentrations, it causes the tiny gold nanoparticles to clump together in an irregular pattern that turns the solution blue. A negative result separates them into ball shapes that generate a red color.

The researchers also used the test to pick up the biomarker for Prostate Cancer called Prostate Specific Antigen, which was the target of previous work that Stevens did with collaborators at University of Vigo in Spain.

That sensor used tiny gold stars laden with antibodies that latched onto the marker in a sample and produced a silver coating that could be detected with microscopes.

Stevens and her collaborator on the new test, Roberto de la Rica, said they plan to approach not-for-profit global health organizations to help them manufacture and distribute the new sensor in low income countries.

Germany's finance minister Friday kept up the pressure on Greece to continue its reforms, as eurozone ministers prepared for a series of crucial meetings next week on the future of the crisis-hit country.

Speaking on a documentary about the eurozone crisis due to air on public broadcaster ZDF next Tuesday, German finance minister Wolfgang Sch?uble said: "We want Greece to stay in the eurozone. But Greece has a lot of things to do. That has not yet been decided."

"There are doubts over whether Greece has fulfilled its commitments up until now. These doubts must be dispelled in the future," added Sch?uble, according to a statement released in advance byZDF.

Eurozone officials are poring over a Greek request for the terms of its bailout to be extended by two years to 2016, allowing it to spread out the pain of the austerity measures it has signed up to in return.

Such an extension, however, could add up to ?30 billion to an already huge bailout bill.

A spokesman for the head of the eurozone finance ministers' group, Jean-Claude Juncker, said earlier on Friday that they would hold a conference call on Wednesday.

A team of auditors from the International Monetary Fund, the European Union and the European Central Bank is putting the finishing touches on a report that will decide whether Athens gets the next tranche of bailout cash
to stay afloat.

Greek Prime Minister Antonis Samaras has been trying to persuade his coalition allies to accept new austerity measures to close that deal but they have baulked at labour reforms demanded by the troika of creditors.

Without the aid payment, Samaras has warned, the country could be broke by the middle of next month.

Sch?uble also lashed out at some Greek politicians who have sought to deflect the blame away from Athens.

"If politicians in Greece try to convince people that someone in Brussels, Europe or Germany is responsible for their problems, then they are irresponsible demagogues," he said, according to the text.

"Blame for the situation in Greece is down to nobody other than Greece and the Greek politicians," he said.

Obama, Romney line up elite lawyers for potential election disputes

WASHINGTON (Reuters) - As President Barack Obama and Republican Mitt Romney scramble to come out ahead in the November 6 election, two other men are preparing for a legal showdown that could begin the next day.

They are the lawyers who have been tapped by the Obama and Romney teams to navigate any legal challenges to voting procedures or results in a tight contest that could dredge up memories of the disputed 2000 election that was settled by the U.S. Supreme Court.

Leading Romney's team is Benjamin Ginsberg, chief legal counsel for George W. Bush's presidential campaigns in 2000 and 2004.

Obama has turned to Robert Bauer, a past White House counsel who has spoken out against Republican-led efforts to alter voting laws in states including Ohio, a politically divided state that could determine who wins the November 6 election.

Already, Ginsberg and Bauer have been quiet players in the 2012 campaign.

This fall, the duo negotiated the terms of the three presidential debates and the one between Vice President Joe Biden and Republican vice presidential nominee Paul Ryan. The agreement dealt with the details of the debates, such as the format of each event.

Before the Republican convention in Tampa, Florida, in late August, Ginsberg led the Romney campaign's efforts to wrest greater control over the party's rules, angering some Republican activists who saw the move as a power grab by Romney's team.

Ginsberg and Bauer, who did not respond to requests for comment, have been engaged in the same type of election legal adventures so frequently that Joe Allbaugh, Republican George W. Bush's campaign manager in 2000, teasingly calls them the "Bobbsey Twins," after the children's book characters.

For decades, Ginsberg and Bauer have given partisan legal advice for campaigns, recounts and election court battles.

"The truth is, there are very few lawyers who work in this area," Ginsberg told The New York Times in 2004.

Bauer has shown he is willing to enter the political fray.

This summer, he crossed swords with Republican strategist Karl Rove, claiming that American Crossroads, a conservative advocacy group co-founded by the former Bush adviser, was illegally colluding with Romney's campaign.

Under the U.S. tax code the non-profit arm of American Crossroads, known as Crossroads GPS, can raise and spend unlimited funds as a "social welfare" organization without disclosing its donors, as long as it advocates for positions on issues and does not directly support a candidate.

In June, Rove told Fox News the Crossroads group was not doing anything illegal and Bauer's criticism was "not going to change us in one way, shape or form from doing exactly what we're entitled to do under the law."

CHAOS AHEAD?

With Obama and Romney in a virtual dead heat in the polls, the state-by-state race for president has a range of chaotic possibilities.

The mostly likely scenario is that there will be a clear winner on election night, or the next morning. But the closeness of the race raises the possibility of a range of less conclusive, more confusing scenarios.

Among them: a disputed result in a state because of voting delays, problems with ballots or vote counting.

A contested election would send Bauer and Ginsberg - and law firms across the nation - rushing to courtrooms to question the validity of votes or any other irregularities that might have tipped the scales in a state's voting results.

The close finish to the 2012 race comes after a campaign season dominated by legal wrangling, including fights over laws that require voters to produce photo identification and change early-voting periods. Democrats have succeeded in getting many of the voting restrictions tossed aside.

LESSONS FROM 2000

Ginsberg and Bauer were both schooled in the acrimonious legal battle 12 years ago in Florida over votes cast for Bush and Democrat Al Gore, then the vice president.

The Florida dispute ended a month after the 2000 election, when the U.S. Supreme Court halted a recount and Bush was declared the winner in the state by 537 votes, out of about 6 million cast.

For campaigns, it offered some key lessons. First and foremost: Because most election disputes are guided at least initially by state law, it's crucial to lock up top law firms and attorneys in the state where a dispute occurs.

"We really weren't ready for the level of dispute in 2000," said Democratic strategist Tad Devine, a veteran of the Gore campaign, who has worked with Bauer. "We had a lawyer in every state, but we hadn't gone out and found the best lawyers in the country to represent our cause."

Veterans of the Bush campaign recall Ginsberg's steadiness in the hours after election night in 2000, when the lawyer arrived in Tallahassee, Florida's capital city.

"There was no panic in his face," Allbaugh recalled. "There was no panic in his voice."

In 2004, Ginsberg came under criticism from Democrats for his double duty as general counsel to Bush's campaign and adviser to Swift Boat Veterans for Truth, an independent group that aired commercials criticizing the military record of Democratic nominee John Kerry.

Ginsberg resigned from the campaign.

Today he is a partner in the Washington law and lobbying firm Patton Boggs, where The New Republic last year ranked him among "Washington's Most Powerful, Least Famous People."

Bauer was an adviser to House and Senate Democrats during the impeachment trial of Democratic President Bill Clinton in 1998. He has been an adviser in Obama's 2008 campaign and was a White House counsel for Obama in 2010 and 2011.

His wife, Anita Dunn, is a former communications director for Obama's White House and is now a senior campaign adviser.

READY FOR RECOUNT

Bauer has led the Obama campaign's efforts to turn back new voting restrictions passed by Republican-led legislatures.

In July, the campaign sued the state of Ohio for ending early voting the weekend before the November 6 election.

Democrats said the law could have excluded many working-class voters who take advantage of early voting periods because they can't make it to the polls on Election Day.

Such voters tend to vote for Democrats, who have accused Republicans of trying to suppress the vote through new election laws in more than 20 states.

Ohio's Supreme Court recently struck down the law.

In a memo co-authored with deputy campaign manager Stephanie Cutter last week, Bauer said new voting laws - including those that require voters to show photo identification - will have a minimal impact on the November 6 election.

The memo concluded that Obama's campaign and its allies have successfully used the courts and public opinion to reverse Republican attempts to restrict access to voting. The memo's implied message: The legal battle in this election is underway, and we are winning.

A Romney campaign official, who declined to discuss specifics of the Republican's legal strategy, said the campaign is prepared, too: "We have all the resources and infrastructure we need for any potential dispute or recount."

Romney, Obama teams plan for who takes White House

WASHINGTON (AP) ? It's the defining ritual of American democracy: the peaceful transfer of presidential power.

Though the outcome of the White House race is still days away, planning for the transfer is well under way.

As Republican Mitt Romney leapfrogs from swing state to swing state, a robust operation with multiple teams totaling more than 100 people is at work in Washington, laying the groundwork for a potential GOP takeover of one-third of the government.

President Barack Obama has planning to do, too, even if he gets to stay in office. Led by his chief of staff, Jack Lew, Obama's team is quietly making plans for a second term.

It's a critical and time-honored process without which an incoming president would be at a loss to take the reins, just weeks after being elected, of the behemoth that is the U.S. government.

But it also could be a potential exercise in futility for the eventual loser.

Romney's transition team, nicknamed the "Readiness Project" and led by former Utah Gov. Mike Leavitt, has been toiling away since the summer ? long before they moved in early September into government digs in an unremarkable, gray building near the Capitol. Designated offices for the president-elect and his second-in-command await Romney and running mate Paul Ryan should they claim victory on Nov. 6. Furniture, computers and office supplies are provided by the government.

One Romney aide compared the process to manufacturing a car: Build the mechanical structure now, so that if Romney is elected, it's ready to go. Then all that's left to decide is who gets to go along for the ride.

That's no easy chore. There are thousands of people to appoint ? Cabinet secretaries, ambassadors, U.S. attorneys and more. Some jobs require Senate confirmation, others don't. Resumes already are flooding in for job offers that won't be extended until after the election.

While one team handles personnel, other units are tackling the policy decisions that await Romney, if he wins, in the initial months after the election. There's the so-called "fiscal cliff" looming at the end of the year, a one-two punch of spending reductions and expiring tax cuts. Although the next president won't be inaugurated until Jan. 21, Romney hopes to have a say in how Congress tackles that and other issues. Congressional aides said Romney's transition team already has met with top House Republicans, including Majority Whip Kevin McCarthy of California and Majority Leader Eric Cantor of Virginia.

Then there's the crucial first few months of the presidency, a period chock full of self-imposed deadlines stemming from campaign promises. A special team is dedicated to prepping for the first 200 days of Romney's administration. On his first day alone, Romney has vowed to label China a currency manipulator, approve the Keystone XL oil pipeline and start the process of repealing Obama's health care law.

Another unit is putting together a dossier on each federal agency, including who works there, the size of the budget and what issues will carry over. Another aspect of the transition is preparing to halt any pending or existing Obama policies, such as regulations or executive orders, still in the pipeline if Romney takes over.

Obama is making plans, too. As with Romney, how much of Obama's second-term agenda will be feasible rests largely on the makeup of Congress after the election. In the meantime, a number of Cabinet secretaries and high-level officials, including Secretary of State Hillary Rodham Clinton and Treasury Secretary Tim Geithner, are expected to depart after the first term, creating critical vacancies the president will have to fill.

Romney's campaign wouldn't discuss the transition. Other aides who offered a look inside the transition process insisted on anonymity to avoid being perceived as "measuring the curtains" before Romney has sealed the deal.

It's long been standard protocol for presidential hopefuls to prepare for months before inauguration. In 2010, Obama signed legislation encouraging candidates to start early by giving them access to government resources as soon as they accept their party's nomination, which usually happens in late summer of an election year.

Romney's team also has sought advice from Clay Johnson, who led George W. Bush's transition in 2000.

Eight years later, Bush assigned a team in early 2008 ? almost a year before his second term ended ? to ensure that whoever won the election that November would have what they needed for a smooth handover, said Dana Perino, his press secretary.

"There was an emphasis on national security, of course, because terrorists tend to strike when they think your attention might be focused on something else," Perino said.

Romney's skill in managing large bureaucracies ? he made millions acquiring and turning around major companies ? may come in handy. Those involved in the transition said they weren't surprised that Romney already has set up a corporation-like structure.

If Romney wins, the already bustling pace of his transition will intensify overnight. His campaign operatives, confined for now to the campaign trail and his Boston campaign headquarters, will descend on Washington and mesh with a transition team eager to put their planning into action.

Iran rejects UN criticism of its cyber security rules

UNITED NATIONS (Reuters) - Iran rejected criticism from a U.N. human rights investigator over its tighter cyber security rules, saying they are necessary to protect it against cyber attacks and have nothing whatsoever to do with freedom of expression.

In his latest report, U.N. special rapporteur on the human rights situation in Iran, Ahmed Shaheed, said he was concerned about reports of government activities "that seemingly infringe on freedom of expression and the right to information."

He said authorities have reportedly targeted websites they see as promoting terrorism, espionage, and economic or social crimes.

These include sites that contain "pornographic content, insult Islam or Government officials, proselytize unrecognized religions, or establish anti-government political groups," Shaheed said.

In a response to his report, presented to U.N. General Assembly delegations this week and sent to Reuters on Thursday by Iran's U.N. mission, Tehran said its cyber policies were unrelated to human rights.

"Establishment of (a) cyber council for securing domestic Internet relates to security and sovereignty of states rather than an issue dealing with promotion and protection of human rights," the Iranian statement said.

"As a country frequently targeted by highly sophisticated vicious cyber attacks, often orchestrated by certain States, Iran has every right and reason to strengthen its cyber space security," the Iranian response said.

"Contrary to the report (and its) assessments based on overly misleading information, this has nothing to do with the freedom of expression at all."

STUXNET FALLOUT

The Islamic republic tightened cyber security after its nuclear program was attacked in 2010 by the Stuxnet computer worm, which caused centrifuges to fail at its main uranium enrichment facility.

Tehran, whose nuclear program is suspected by Western powers and their allies of developing the capacity to produce weapons, accused the United States and Israel of deploying the worm.

Authorities said in April a computer virus was detected inside the control systems of Kharg Island - which handles the vast majority of Iran's crude oil exports - but the terminal remained operational.

Communications and Technology Minister Reza Taqipour said last month that Iran needed to develop its own network to ensure the safety of the country's information.

Iran says its nuclear program is entirely peaceful and has refused to halt it despite increasingly draconian U.N. and Western sanctions.

Shaheed is in New York to present his annual report on rights in Iran to the U.N. General Assembly's Third Committee, which focuses on human rights.

His report details how rights activists in Iran face beatings with batons, mock hangings, rape and threats that family members will be raped or killed.

Earlier this week Shaheed, a former Maldives foreign minister, reported that minority religions in Iran continue to face persecution.

Tehran has so far not granted Shaheed access to the country. In its response, the Islamic republic said his overall report was biased, selective and "fails to reflect the actual situation of human rights in Iran."

US to return 4,000 archaeological items to Mexico

(AP) ? U.S. Immigration and Customs Enforcement will return to the Mexican government more than 4,000 archaeological pieces seized at several locations across the United States by customs agents and investigators.

ICE spokeswoman Leticia Zamarripa says the cache of items mostly date from before the landings of European explorers on the North American continent. The lot includes pre-Columbian stones used to grind corn and other grains, statues, figurines, copper hatchets and other artifacts. They were seized in El Paso, Phoenix, Chicago, Denver, San Diego and San Antonio.

They'll be displayed during a ceremony Thursday at the Mexican consulate in El Paso. The ceremony will be attended by the Mexican Consul General Jacob Prado and U.S. Homeland Security Investigations officials.

Pope names 6 cardinals, none from Italy

VATICAN CITY (AP) ? Pope Benedict XVI named six new cardinals on Wednesday, adding prelates from Lebanon, the Philippines, Nigeria, Colombia, India and the United States to the ranks of senior churchmen who will elect his successor.

Among them is Archbishop James Harvey, the American prefect of the papal household whom the pope also named archpriest of a Roman basilica.

As prefect, Harvey was the direct superior of the pope's former butler, Paolo Gabriele, who was convicted Oct. 6 of stealing the pope's private papers and leaking them to a reporter in the greatest Vatican security breach in modern times. The Vatican spokesman denied Harvey was being removed from the Vatican because of the scandal.

Benedict, 85, announced the new cardinals during his weekly general audience and said they would be formally elevated Nov. 24. The nominations help even out the geographic distribution of cardinals, which had tilted heavily toward Europe in the last few consistories and Italy in particular.

With the new cardinals installed Nov. 24, there will be 120 "princes" of the church under age 80 and thus eligible to vote in a conclave to elect a new pope. Europe still has the most, with 62. But with the new additions, the College of Cardinals is a tad more multinational: Latin America will have 21; North America, 14; Africa, 11; Asia, 11; and Oceana, one.

Aside from Harvey, the new cardinals are: Archbishop of Abuja, Nigeria, John Olorunfemi Onaiyekan; Archbishop of Bogota, Colombia, Ruben Salazar Gomez; Archbishop of Manila, Philippines, Luis Antonio Tagle; Patriarch of Antioch of the Maronites in Lebanon, His Beatitude Bechara Boutros Rai; and the major Archbishop of the Trivandrum of the Siro-Malankaresi in India, His Beatitude Baselios Cleemis Thottunkal.

Absent from the list is German Archbishop Gerhard Ludwig Mueller, whom the pope named in July to head the Vatican's powerful Congregation for the Doctrine of the Faith. Also missing is Dublin Archbishop Diarmuid Martin, who has ruffled feathers in the Vatican because of his outspoken criticism of the church's handling of the sex abuse scandal.

In the past, prelates in line for the red hats worn by cardinals have sometimes had to wait their turn if too many were chosen for the Vatican ceremony at which prelates are formally elevated. At six, though, the Nov. 24 consistory will be the smallest in years.

It will be unique in that not a single Italian or European will be elevated, perhaps an intentional response to criticism that the European-heavy College of Cardinals no longer reflects the face of the Catholic Church, which is growing in Africa and Asia but is in crisis in much of Europe.

Harvey, a native of Milwaukee, became prefect of the papal household in 1998 after serving for less than a year as a top administrator, the assessor, in the Vatican's secretariat of state. His office organizes the pope's schedule, and one of his most visible duties was is to join the pope at his weekly general audiences and escort visiting dignitaries through the Apostolic Palace to the pope's library.

Gabriele, 46, worked as an usher in the Vatican's secretariat of state before coming to work for Harvey. In 2006, Gabriele was named Benedict's butler, replacing Pope John Paul II's longtime butler, Angelo Gugel.

In announcing the new cardinals, Benedict said he was naming Harvey archpriest of St. Paul's Outside the Walls, one of the Vatican's basilicas in southern Rome.

Vatican spokesman the Rev. Federico Lombardi denied any connection between the leaks scandal and Harvey's new posting, saying it was "more than normal" that after 14 years as prefect, Harvey would be named a cardinal. That said, Harvey's predecessor, Cardinal Dino Monduzzi, was named a cardinal once he retired as prefect after reaching age 75.

Harvey, 63, is well shy of the normal retirement age for bishops and Vatican officials.

The timing of the move is also remarkable. Just Tuesday, the Vatican tribunal that convicted Gabriele issued its written explanations for reaching its verdict, saying the theft caused "reprehensible" damage to the pontiff, the Holy See and the entire Catholic Church.

Lombardi said he "never would have imagined" that a face-saving promotion was behind Harvey's move to St. Paul's Outside the Walls.

The Vatican, however, has taken such actions in the past. Last week, Benedict transferred to the United States the No. 2 official in the Vatican's office for religious orders, Archbishop Joseph Tobin, who had spoken out in support of American nuns in the wake of a Vatican crackdown. Tobin is now the archbishop of Indianapolis.

Last year, Archbishop Carlo Maria Vigano, the then-No. 2 administrator of the Vatican City State, begged the pope not to be transferred after exposing corruption that cost the Vatican millions of dollars. He was named the pope's envoy to Washington soon thereafter.
